IOUtil.encodeToURI(): Only use method if required
Only use IOUtil.encodeToURI() if required, i.e. 'new URI(String)' but not 'new URI(scheme, ...)' since the latter already encodes the path. TestIOUtilURIHandling.test00BasicCoding() validates above findings.
