avoid creating unecessary nativedirs; clean them on exit

* netx/net/sourceforge/jnlp/runtime/JNLPClassLoader.java
(JNLPClassLoader): Call installShutdownHooks.
(installShutdownHooks): New method. Installs a shutdown hook to
recursively delete the contents of nativeDir.
(activateNative): Only create a nativeDir if there are native
libraries.
